Introduction

The Elections Manual serves as a foundational guide outlining how all members, Branches, Regions, and Provinces of Afrika Mayibuye Movement should conduct themselves, carry out their responsibilities, and understandtheirrolesintheLocalGovernmentElections.Itshouldbeinterpretedwithintheframeworkof the key phases of the Mayibuye Election Campaign Programme, as well as the duties and responsibilities entrusted to every member of the Electoral Task Force.

TheElectionsTaskForceistheparty’spolitical-ideologicalcollectiveresponsibleforcoordinatingallelection work. It operates under democratic centralism and reports to Head of Elections.

A.    PHASESOFTHEMAYIBUYEELECTIONSCAMPAIGNPROGRAMMEATALL LEVELS:

All leaders, ground forces, members, and supporters of the Afrika Mayibuye Movement are expected to actively campaign to secure victory in the forthcoming Local Government Elections. The VD Core Team, Sub regionalCoreTeam,RegionalCoreTeam,ProvincialCoreTeam,andNationalCoreTeamshoulddevelopand implement their programmes in line with different phases and stages of the election campaign.

MayihlomePhase

Focusedonconstitutingorganizationstructures,mappingcommunities,andinductingstructurestobuilda solid foundation for our campaigns.

MamelaPhase

Dedicatedtolisteningtothepeoplethroughphysicalmeetings,door-to-doorengagements,andconsultations to gather inputs for localized manifestos tailored to each municipality.Every ward, every community has its own class forces, contradictions, and history. The Election Task Force must study the terrain first: land questions, unemployment, service delivery, chieftaincy, informal economy, migrant labour. Then we campaign.

MayibuyePhase

Aperiodofmassive,relentlesscampaignsincludingperson-topersoninteractions,communitymeetings,mini rallies, motorcades, and blitzes, with strict reporting and voter registration targets.

FinalPushPhase

Emphasizingfinalpreparationssuchassecuringvoter’srolls,printingmaterials,trainingpartyagents,and mobilizing transport and resources for a victorious turnout.

VOTER’SREGISTRATION DAY:Registration dayisthe first masscontact and political test of the campaign. Each station must have Election Task Teams and Party Agents.

VOTING DAY: Election Task Teams, Volunteers and Party Agents should be the first to vote in all their votingstations, and should additionally do the following:

• HaveaGazeboand/orTableStalloutsideeveryvotingstationwithacopyoftheVoters Roll.

C.     ROLEOFNATIONALCORETEAM

TheNationalCoreTeambearstheprimaryresponsibilityforprovingpoliticaldirection,revolutionary leadership, and organisational oversight over the entire electoral programme and machinery.

1. TheNCTmustformulateacoherent,militant,andvictory-orientedMayibuyeLocalGovernmentElection Strategy in line with Restoration Manifesto and Constitution.
2. The NCT, with consultation with Mayibuye Regions and Provinces, must develop the 2026 Local Government Election Manifesto. This revolutionary people’s manifesto must be popularised and taken to every corner of South Africa.
3. The NCT must ensure that all Mayibuye structures possess a clear understanding of the character, challenges,andconditionsoflocalgovernment,guidedbytheprinciplesandprogrammeoutlinedinthe Mayibuye Local Government Manifesto.
4. The NCT must guarantee that Mayibuye structures are represented in all IEC forums, from VD branch levelthroughtoProvincialandnationallevels.RegionsandProvincesmustregularlysendreporttothe office of the Head of Elections detailing their engagements with the IEC and PLC.
5. The NCT must develop clear revolutionary guidelines governing the nomination process for councillors and mayoral candidate.
6. The NCT must spearhead a mass mobilization strategyfor the Local Government Electionsthat inspires and secures the active participation of young people and broader masses.

• The NCT working with the Head of Elections must develop a programme dedicated to the intensive political and organisational training of volunteers, Elections Task Teams and Party Agents in all Voting Districts.
• The NCT must ensure that all structures are geared into elections mode. All structures agenda should focus on election campaign machinery from branch level up to national.
• The Politburo shall serve as the strategy nerve centre of Mayibuye National Electoral Vanguard, providing operational leadership, issuing directives, and overseeing the implementation of Mayibuye Local Government Elections Strategy.
• TheNCT/PolitburomembersdeployedinProvincesmustensurethatprovincesremainfullyinformed of the national elections strategy and that election work is being carried out across all provinces, regions, branches and VDs.
• The NCT deployees must ensure that Provincial Elections Coordinators submit weekly reports on elections activities to the office of the Head of Elections.

D.    ROLEOFTHEPROVINCIALCORETEAM

1. TheProvincialSecondDeputySecretariesand/oranyComraderecommendedbythePWCshallserveas theProvincialElectionsCoordinatorsandwillcarrytheresponsibilityofprovidingcontinuousleadership, coordination, and oversight of the election campaign. The Provincial Elections Coordinator, in the capacity as Provincial Elections Coordinators, shall represent the Movement at IEC forums and Party Liaison Committee meetings within the province.
2. ThePCTshallnominateanothermemberinadditiontotheSecondDeputySecretarytoserveasPPLCin their Provincial IEC offices.
3. ThePCTshallestablishtheProvincialElectionsTaskForce(PETF)consistingof15people.
4. The Provincial ElectionsTaskForce shall accountto the Provincial Working Committee, while Provincial Elections Coordinator shall submit weekly reports to the Office of the Head of Elections on all election-related activities and developments.
5. TheProvincial Elections Task Force shall not exercise political decision-making powers. Its primary responsibilityshallbethecoordination,mobilisationandimplementationofelectioncampaignactivities. The PETF shall neither participate in nor influence candidate nomination processes. Matters requiring political direction or decisions shall remain responsibility of the PWC through the Politburo.
6. ThePETFmeetingsshallbechairedbytheProvincialElectionsCoordinator.
7. ThePETF membersshallattendandactivelyparticipateinmeetings oftheProvincialElectionsTaskforce.

MandateandFunctionoftheProvincialElectionsTaskForce

1. PETF must ensure the establishment of an effective communication system that facilitates the efficient flow of information and coordination of election work across all regions.
   1. PETF shall monitor and evaluate the performance of regions in accordance with the National Election Strategy and ensure that all regional programmes and activities are aligned with the campaign plan.
   1. PETF must provide political and organisational developments within the Party Liaison Committees and IEC processes.
   1. PETF shall support regions in coordinating the training and deployment of VDEFT Teams, volunteers and Party Agents.

• PETF working with Provincial treasury must assist Regions in developingsustainablefundraising strategies to strengthen campaign capacity.
  • PETF,throughProvincialTreasuryshallengagewithkeystakeholdersandstrategicformationsat provincial level in support of the elections campaign.
  • PETFthroughProvincialSpokespersonsmustformulateacoherentProvincialLocalGovernment Election Media strategy to support Regions.
  • PETFshallaidRegionsinrelationtoelectionslogistics,coordination,andoperational requirements.

E.     ROLEOFTHEREGIONALCORETEAM

1. The Regional Second Deputy Secretary and/or any Comrade recommended by the RWC shall be the Coordinator of Mayibuye Elections Task Force in the region.The Regional Elections Coordinator shall represent the Movement in all IEC and Party Liaison Committees forums. The Regional Election Coordinator shall dedicate themselves fulltime to the advancement and coordination of election work.
2. The RCT shall establish the Regional Elections Task Force (RETF) consisting of 15 people, composed of RWC, RCT, Women Movement, Youth Movement, Student Movement, PCT and NCT Deployees to strengthen the electoral programme within the region.
3. The RETF shall account to both the RCT and PETF. The RETF shall not exercise executive political authority,asitsprimaryresponsibilityisthecoordinationandimplementationofelectionwork.TheRETF shall not participate in the shortlisting or selection of candidates or mayoral nominees, as these responsibilities belong to Politburo.
4. The Regional ElectionsCoordinator shall consistentlyprovide reportsand political briefingsto the RETF on PETF outcomes, and all directives issued by the office of the Head of Elections.
5. The Regional Elections Coordinator shall submit weekly reports to the PETF detailing the progress, challenges, and achievements of election work within the region.
6. MembersoftheRegionalCoreTeamshallattendandactivelyparticipateinRETF meetings.
7. Sub-regionsshallformpartofanintegralpartoftheRETFanditsorganisationalprogramme.
8. Each Sub-region shall be represented by a Sub-regional Elections Coordinator and ensure that all decisions, directives, and reports are communicated promptly to branches within the /sub-region following every meeting.
9. TheRCTshallworktogetherwiththeSRCTtonominatetwomembersofthestructuretoserveasMPLOs in every local IEC.

ThemandateandfunctionsoftheRETF:

• The RETF meetings shall be convened and chaired by the Regional Elections Coordinator. The RETF shall remain focused on its mandate of elections mobilisation, organisation, and implementation.Mattersrequiringpoliticaldecisionsshallbereferredtoformalmeetingsofthe RCT.
  • The RETF shall meet at least once a week from strategic planning, coordination, and reporting. Duringtheremainderoftheweek,theRETFshallmonitorandensurethatelectionworkisbeing carried out effectively on the ground.
  • The RETF meetings shallbe efficient, disciplined, and action oriented. The principle of collective leadership, democratic centralism, coordination, and accountability shall guide all proceedings.
  • TheRETFmustundertakeacomprehensiveassessmentofthestateof LocalGovernmentwithin the region, including the integrated Development Plans (IDPs) of municipalities. The RECC shall expose failures, inefficiencies, and shortcomings in service delivery, thereby strengthening the Movement’s capacity to develop a comprehensive programme of mass mobilisation.

• The RETF shall provide research support and organisational capacity to branches in the completion of ward profiles and local electoral assessment.
  • The RETF shall coordinate and disseminate information relating to the implementation of the National Election Strategic Programme to all branches and structures.
  • The RETF shall provide strategic guidance and practical support to branches regarding the implementation of election machinery and campaign structures.
  • The RETF shall monitor and evaluate branch performance in accordance with National Election Plan and organisational objectives.
  • The RETF through Regional Treasury shall assist branches in developing sustainable fundraising programmes to strengthen organisational capacity.
  • TheRETFthroughRegionalTreasuryshallengagestrategicstakeholders,progressiveformations, community organisations, and social movements.
  • The RETF shall support branches in the recruitment, training, and deployment of VDETF, volunteers and Party Agents.
  • TheRETFshallestablishspecializedfunctionalcommissions.Theleadershipofthesecommissions shall ensure that they are effectively constituted and fully operational Task Team Unit. These structures shall function in alignment the Elections Task Force and shall include the following:
    • TransportTaskTeam
    • PosteringandVisibilityTask Team
    • MassmobilisationTaskTeam
    • MediaandPublicityTaskTeam
    • StakeholdersRelationsTask Team
    • VoterEducationandPoliticalTrainingTaskTeam

F.     ROLEOFTHEREGIONALELECTIONSCOORDINATORS

1. The Regional Elections Coordinator shall be full time on election work coordination, for the purpose of proper coordination of elections.
2. TheRegionalElectionsTaskForceshallreportdirectlytotheRCTandtheProvincialElectionsTaskForce.
3. TheRegionalElectionsTaskForceshallnottakeexecutivepoliticaldecisions;itscoremandateiselection work.TheRETFwillnotamongotherthings,shortlistcandidatesoramayor, thatistheresponsibilityof Politburo.
4. The Regional Elections Coordinator shall attend Provincial Elections Task Force meetings on a weekly basis and provide comprehensive reports and feedback to both the RETF and RCT.
5. TheRegionalElectionsCoordinatorshallensurethattheRETFoperatesinaccordancewiththemandate, objectives, and directives of the office of Head of Elections. Furthermore, the Coordinator must ensure that the Regional Elections machinery functions efficiently and remains fully prepared for all campaign activities.
6. The Regional Elections Coordinator shall be responsible for coordinating, supervising, and directing all regional Local Government Elections activities and must always remain available to provide leadership and resolve operational challenges.
7. The Regional Elections Coordinator shall represent the Movement in all regional engagements and meetings convened by the IEC and Party Liaison Committees.

• Duringtheelectionsperiodandon ElectionDay,theRegionalCoordinatormustbecapableofproviding strategic analysis and interpretation of voting trends, participation levels, and electoral developments within the region.
• TheRegionalElections Coordinatorshalloverseeandmaintainaccuraterecords ofallelectionactivities andensurethatallreportsaresubmittedinwriting.TheprincipleshallapplytoelectionCoordinatorsat every level of the organisation, from Provincial to VD structure.
• Election campaigning is a serious organisational undertaking that demands discipline, complacency, negligence, or lack of preparedness shall not be tolerated. Elections Coordinators must demonstrate decisiveness, initiative, and the ability to confront and resolve challenges at all levels of the campaign.
• The RETF and the Elections Coordinator neither participate in nor seek to influence candidate nomination processes. Any attempt to interfere in such processes shall constitute a serious organisational offence and shall be subjected to disciplinary measures in accordance with the movement’sCode of Conduct.The primaryresponsibilityofthe RegionalElectionsCoordinator andthe RETF is coordination and execution of election campaign activities.

G.    ROLEOFTHESUB-REGIONALELECTIONSCOORDINATOR

1. The Sub-region seconddeputy secretaries and/orany Comraderecommended by the SRCT shallbe the Sub-Regional Elections Coordinators.
2. The Sub-Regional Elections Coordinator shall account to the Regional Elections Coordinator, and they shall form part of the Regional Elections as Force.
3. The Sub-Regional Elections Coordinator shall be afulltime volunteer for the entire duration of the local governmentelections.Eachbranchinthesub-regionasdemarcatedbytheMunicipalityshalldeploytwo Branch Core Team members, preferably the Branch Secretary who is Branch Elections Coordinator togetherwithotheradditionalmembersoftheBranchCoreTeamtoformpartofSub-RegionalElections Task Force.
4. TheSub-RegionalElectionsTaskForceshallconveneatleastonceaweek.TheSub-Regionshallestablish Sub-Regional Task teams and campaign structures that mirror and align with those established at regional level, ensuring organisational unity and effective coordination.
5.   Branch Coordinators shall not form part of the Sub-Regional elections task team because their focal point is elections work at branch level.
6. ThetaskoftheSub-RegionsElectionsTaskTeamistocoordinateselectionsworkofbrancheswithinthe range of the Sub-region. Sub-Regional Elections Task Team shall not excise political authority over branches; its function is to coordinate elections work.
7. TheSub-Region shall not interfere or entertain branch nomination list process. The Sub-Regional ElectionCoordinatorshallensurethatanydecisiontakenbytheRegionalElectionTaskForceiscascaded down to branches with expediency.

H.    ROLEOFTHEMAYIBUYEPARTYAGENTS

Party agents are very crucial in the entire election war, because all effort made during the elections campaign can be easily undermined during Elections Day voting process and counting moment, it is imperative to have well trained party agents in all voting stations. All party agents to be registered voters

• Documentandreportanyincidentsofmisconducts,intimidation,proceduralviolations,or suspected fraud.

5)      MonitoringElectionMaterials

• Observethehandlingofballotboxes,votingmaterials,andelectiondocuments.

I.ROLEOFMAYIBUYEVOLUNTEERS

Elections machinery campaign solely relies on volunteers and Elections Task Force on the ground level. Mayibuyebranchesshouldhave atleast 50 volunteers ineachVD station.Theelectionscampaignrequires sufficient and committed volunteers for it to succeed; open door policy for any community member who wants to help Mayibuye during elections campaign should be encouraged. Volunteers and Election Task ForcesmustbetrainedabouttheorganisationalFoundingManifesto,ElectionManifesto,mobilisationskills and to ensure that volunteers understand clearly what their task is, what is expected out of them and the reporting channel.

• Assist party agents with non-regulated logistical needs such as communication, refreshments, transportation, and coordination, while respecting electoral rules.

J.ROLEOFVDBRANCHELECTIONCOORDINATOR

1. The VD Branch Core Team (VDCT) shall establish the Voting District Elections Task Force (VDETF) and appoint the branch secretaries to be the branch Elections Coordinator.
2. The VDETF will report to the VDCT and all VDCT members must be active on the branch elections groundwork and campaigns.
3. VD Elections Coordinator will submit elections campaign progress report to the Sub-Regional Elections Coordinator who will then submit the sub-Regional elections report to the Regional Elections Coordinator.
4. VDElectionsCoordinatorandVDElectionsTaskForceshallnotinterfereorentertainbranchnomination list process. And the VDETF will not be turned into political constitutional structure. The duty of the VDETF is to focus on elections campaign work.
5. Nominatedcouncillorsshallformpart ofalltheVD ElectionsTaskForceintheirrespectivewards.
6. The VDCT will ensure that all VD’s develop elections plans and monitor all programmes and the implementation thereof.

• TheVDCTandElectionsTaskForcemustensurethatallVD’shasvolunteers,andtheyaretrainedabout election manifesto and skills on how to handle election campaigns in particular door to door and mass mobilisation campaigns.

K.ROLEOFMAYIBUYEVOTINGDISTRICTELECTIONCOORDINATOR:

1. TheVotingDistrict in theward isa very strategiccentreof power and mobilisation;itis whereweget a direct contact and interaction with voters. The Voting District Coordinator must ensure that Mayibuye is able to mobilize and communicate directly with communities in the VD.
2. TheVDElectionsCoordinatorshallworkdirectlywithSub-RegionalElections Coordinator.
3. VDElectionsCoordinatormustknowtheirVDboundary(VDmap),Votersrollandfamiliarisethemselves with communities’ problems and be at the forefront of their struggles.
4. The VD Elections Coordinator andthe VD Elections TaskForce must constantly do door-to-door intheir VD, to know community issues and to explain and to rally communities behind the Mayibuye elections manifesto and its founding values.
5. TheVDElectionsCoordinatormustensurethat,atVDlevel,Mayibuyemaintainsaminimumdeployment ratio of one volunteer or Electoral Campaign Committee cadre for everyten voters(1:10). VD Elections CoordinatorshallestablishalocalOperationCentre(Op-centre)thatwillserveasabaseofrevolutionary electoralwork.TheOp-centreshallfunctionasthemeetingpointforallMayibuyevolunteersthroughout the duration of the elections campaign.
6. VDElectionsCoordinatorwillformpartoftheVDElectionsTaskForcethatwillmeetevery day.

You now have the tools. But tools without politics are useless. Your duty as an Elections Task Force is to go to the people, learn from the people, organize the people. Use every election as a tool to build permanent structures in every street, hostel, and workplace. Do not substitute votes for consciousness. The masses make history. The Elections Task Force helps them do it consciously.
