SUBJECT: AFRIKA MAYIBUYE MOVEMENT NOMINATIONS FOR WARD COUNCILLOR CANDIDATES’ PRINCIPLES AND PROCESS

Greetings Comrades, Afrika Mayibuye Movement hereby announces that the official nominations for Ward Councillor candidates are officially opened. This marks a significant step in our collective journey towards genuine freedom, emancipation, and people-centred service delivery in all wards across South Africa, particularly in townships and informal settlements where the people have endured 32 years of unfulfilled promises.

MAYIBUYE is a 21ST century revolutionary movement guided by the Restoration Manifesto and committed to restoring the dignity, sovereignty, economic freedom and political power of the people through ethical leadership, accountability, social justice, economic emancipation and community participation.

MAYIBUYE believes that public representatives must emerge from, live amongst, serve and remain accountable to the communities they represent. Accordingly, Ward Councillor candidates must be trusted community activists, organisers, servant leaders and problem-solvers who embody the values and principles of the Movement, demonstrate integrity, discipline and commitment to social transformation, and are capable of advancing service delivery, community development and economic empowerment.

To ensure transparency, fairness and accountability, all nominations will undergo a structured process of verification, vetting, and assessment to ensure candidates possess the necessary character, leadership qualities, community support, and alignment with Mayibuye’s principles of transparency, fairness, accountability, merit, and revolutionary discipline.

 A. ELIGIBILITY

To qualify as a Ward Councillor candidate under the banner of the Afrika Mayibuye Movement, aspirants must meet the following top 10 eligibility elements and components:

1. Must be a registered voter in the relevant ward they seek to represent, with valid proof of voter registration.
   1. Must demonstrate full-time residence in the ward they intend to represent, supported by verifiable proof such as utility bills or affidavits from community leaders.
   1. Must have a proven record of involvement in community services and programmes, including participation in local upliftment initiatives .
   1. Must be seconded by a minimum of 100 registered voters from the ward, with nominations drawn from all Voting Districts (VDs) within that ward.
   1. Must be a member of Afrika Mayibuye Movement or express willingness to formally join and uphold its principles as outlined in the Restoration Manifesto.
   1. Must be a South African citizen above the age of 18 with no criminal record that disqualifies them from public office.
   1. Must demonstrate integrity, honesty, and a commitment to anti-corruption values consistent with Mayibuye’s ethos of accountable leadership.
   1. Must possess basic literacy and communication skills to engage effectively with constituents, traditional leaders, and relevant authorities.
   1. Must not hold dual party membership or affiliations that conflict with the objectives of Afrika Mayibuye Movement.
   1. Must commit to the ethical standards and revolutionary discipline required to advance the struggle for land expropriation without compensation, economic justice, and total emancipation.

B. NOMINATION CRITERIA.

Nominations for Ward Councillor candidates shall be conducted through the following three methods. In all cases, nominations must be supported by a minimum of 100 names of registered voters from the relevant ward who second the nomination, with representation from all Voting Districts (VDs) where possible.

1. NOMINATIONS BY TRADITIONAL AND TRIBAL COUNCILS IN AREAS UNDER THE TRADITIONAL COUNCILS.

Traditional councils are encouraged to identify and nominate suitable candidates who embody community values, respect customary law, and are committed to working in harmony with traditional leadership structures. These nominations must reflect the will of the people in rural and customary areas and include the required minimum of 100 seconders.

2.NOMINATIONS BY COMMUNITY ORGANISATIONS INCLUDING CHURCHES, CIVIC ORGANIZATIONS, AND INDIVIDUAL COMMUNITY MEMBERS.

Community organisations, churches, civic bodies, stokvels, youth groups, women’s forums, and concerned residents may collectively or individually nominate candidates who have demonstrated dedication to service delivery struggles. Such nominations must be formalised in writing and must include the mandatory minimum of 100 seconders drawn from the ward.

3. SELF NOMINATION.

Eligible individuals may self-nominate by submitting a completed nomination form accompanied by a detailed motivation letter and the required minimum of 100 seconders. Self nominees must still meet all eligibility criteria and demonstrate their alignment with the principles of the Afrika Mayibuye Movement.

Mayibuye reserves the right to verify all information submitted and to reject nominations that are incomplete, fraudulent, misleading or inconsistent with the values and objectives of the Movement

C. OBLIGATIONS OF MAYIBUYE COUNCILLOR CANDIDATES.

• All nominated candidates must fully embrace the following obligations as they prepare to serve the people:Candidates must be willing, capable, and ready to work for the community and Mayibuye on a full-time basis.Candidates must recruit a minimum of 25 volunteers for each and every Voting District under their candidature before the end of July 2026.Candidates must be actively involved in community upliftment programmes and projects before the elections.Candidates must submit constant reports on the work done in their respective areas of deployment.Candidates must adopt schools, clinics, and poor households within the ward.Candidates must develop a comprehensive ward manifesto which outlines what Mayibuye will do in the ward before the end of July 2026.Candidates must support all the volunteers and engage in ethical fundraising that advances the movement’s goals without compromising our principles of integrity and self-reliance.

• All successful candidates shall be required to sign a Candidate Declaration and Accountability Pledge committing themselves to ethical leadership, anti-corruption principles, community service and organisational discipline.

D. ROLES, OBLIGATIONS AND RESPONSIBILITIES OF COUNCILLORS

Mayibuye Councillors are expected, among others, to fulfil the following roles and obligations:

1. Represent the interests of all residents in the ward, especially the working class, unemployed, and marginalised communities.
   1. Attend all council meetings and actively participate in deliberations on service delivery matters.
   1. Monitor and report on the performance of municipal services such as water, electricity, sanitation, and housing.
   1. Engage regularly with traditional leaders, religious institutions, and community structures.
   1. Oversee the implementation of ward-level development projects aligned with Mayibuye’s manifesto.
   1. Hold municipal officials accountable for corruption, maladministration, and service delivery failures.
   1. Facilitate community participation in budgeting and local governance processes.
   1. Promote job creation initiatives and support local economic development through cooperatives and small enterprises.
   1. Ensure that the voices of women, youth, and people with disabilities are amplified in decision making.
   1. Submit monthly progress reports to Afrika Mayibuye Movement leadership on ward activities.
   1. Support education by adopting schools and facilitating access to learning resources.
   1. Champion healthcare improvements by adopting clinics and advocating for better medical services.
   1. Assist vulnerable households with access to social grants and basic necessities.
   1. Recruit and mentor volunteers to build a strong grassroots structure for the movement.
   1. Engage in ethical fundraising to sustain community programmes and movement operations.
   1. Uphold the principles of the Restoration Manifesto in all public and private conduct.
   1. Foster partnerships with progressive organisations that share Mayibuye’s vision of total freedom and emancipation now.
   1. Prepare for and participate in oversight visits to municipal projects and facilities.
   1.  Continuously develop political consciousness and leadership skills to advance the broader struggle for economic emancipation and socialist transformation.
   1.  Mayibuye Councillors shall remain accountable to both the Movement and the communities they serve through regular reporting, community engagement and active participation in service delivery initiatives.

E. SUBMISSION PROCESS

 Only fully completed applications submitted by the closing date, together with all required supporting documents, will be considered. Upon successful submission, candidates will receive an electronic acknowledgement and unique reference number.

F. EVALUATION AND VETTING PROCESS

• Nominations will be subjected to a structured process of verification, vetting and assessment by the relevant Structures to confirm eligibility, community standing, compliance with nomination requirements and alignment with the principles of the Movement.Candidates may be requested to provide additional information, participate in interviews, verification processes or community consultation engagements where necessary. Only candidates who successfully complete all stages of the verification and assessment process will be considered for final approval. Incomplete, fraudulent, unverifiable or late submissions will not be considered.

• All candidates will sign a Candidate Declaration and Accountability Pledge.

Afrika Mayibuye Movement calls upon communities, traditional leaders, religious institutions, civic formations, youth and women’s organisations, professionals, workers, community activists and all committed servants of the people to actively participate in identifying, supporting and nominating capable leaders who embody the values of the Movement and are committed to advancing ethical, accountable and people-centred local government.
